Know the Opposition

No matter how strongly you build your case, there will be those who will try to cut it down.

With rare exception, bottle bills are opposed by beverage manufacturers and their bottlers and distributors, and by food and beverage wholesalers and retailers. These companies and the lobbyists and public relations firms that represent them have tremendous political clout in every state legislature and in the U.S. Congress. They buy influence with legislators through campaign contributions, and with schools, organizations and the general public through their financial support of projects and programs. They are experts at distorting the truth and perpetuating myths. They are a force to be reckoned with, but they are not invincible.
